Some of the jars contain so called optional tasks that depend on 3rd party jars
that are not distributed by Ant. Our users drop said 3rd party jars in the
directory and Ant picks them up - this wouldn't be possible with a hard-coded
list.

Java's jar management is way less mature than handling shared libraries in a C
world. You should not try to equate the contents of Ant's lib folder with what
/usr/local/lib would be on Linux, they are conceptually different things.

In Java it has become best practice to not share jars between applications but
place them with the application because of potential versioning conflicts.
