It's been 11 months since I submitted the patch but it hasn't been reviewed by any maintainers.
 It's probably a bit of a hack, but it'd be nice to at least get some eyes on it.

For what it's worth, we've had this patch in production for that amount of time and it has
resolved this particular issue for us. If you're very annoyed by it, you might consider applying
the patch to your own local copy -- it touches only one file.

in the local ivy cache is being updated while foo-SNAPSHOT-test.jar is not.
