I have the same issue.  I'm trying to figure out why <publish> is overwriting an existing
ivy.xml created with an explicit call to <deliver>, which seems to fly in the face of
the flowchart at https://ant.apache.org/ivy/history/latest-milestone/images/ivy-publish-fc.png.
