I tried using NetBeans 7.2.1 on the 64-bit architecture of Windows 8.
Hardware is Dell XPS 8500.

All attempts to run or debug fail with error 740.
Microsoft's UAC system insists that to run a program the process must belong to
an administrator. (I was running as AN administrator, but that is not as good
as THE administrator, the user that owns the operating system. But there are
many reasons to prefer to NOT run as administrator.)

Originally I reported the bug to NetBeans, but it is clearly an Ant bug:
