I ultimately tracked this down to be an issue with Spring IDE, not IvyDE. Specifically Spring
IDE's use of java.net.URLClassLoader, which is known to hold locks on jar files on Windows.
Spring IDE now has an option to use non-locking classloaders, which fixes this. If anyone
else comes across this issue, you may want to look for usages of URLClassLoader, as I've seen
reports of other Eclipse plugins (ie: Groovy nature) also dealing with this issue.
