When Trigger Refresh is run at Eclipse startup, the plugin was unable to find my ivysettings.xml
file because my Eclipse workspace was placed in a subdirectory of C:\Documents and Settings.

The File passed to getIvy() needs to be unescaped to remove the '%20' strings used when the
file path was represented as a url in order for File.exists() to return true.

Here is the trace:
