Here is a simple script to illustrate the problem : 
<?xml version="1.0" encoding="UTF-8"?>
<project name="testme" default="default">
  <target name="default">
    <property name="p1" value="someValue" />
    <property prefix="ext." file="ext.properties"/>
    <echo>p1=${p1}</echo>
    <echo>ext.p2=${ext.p2}</echo>
  </target>
</project>

The script uses this properties file (named ext.properties): 
p2=${p1}

The result in Ant 1.7.1 is : 
default:
     [echo] p1=someValue
     [echo] ext.p2=someValue
BUILD SUCCESSFUL
Total time: 94 milliseconds


The result in Ant 1.8.1 
default:
     [echo] p1=someValue
     [echo] ext.p2=${p1}

BUILD SUCCESSFUL
Total time: 0 seconds


If I take out the 'prefix' attribute in the property task, all works just fine.
