That sounds like it might have something to do with what's happening... except why would 2.1.x
be evicted when it is specified explicitly in the ivy.xml dependency list?

The itext-2.1.7 modules has no dependencies, while the jasperreports module has several, but
only this one for itext:

And, jasperreports is the only module in the entire repository that depends on itext at all,
