The biggest reason to use a prefix when loading a properties file, is to
prevent collisions with existing properties of the same name.

However, the behaviour I am seeing is that if there is an existing value for a
property also in the file (unprefixed name), that existing value, rather than
the value in the properties file, is assigned to the prefixed property.  This
is bad!

I've attached a short example ant script that demonstrates the problem.
