We frequently have a need to bootstrap an environment on a machine where ant is
available but not much else, and where the complete environment is present on
our webserver including the build.xml file.  It would be really nice to be able
to just have ant use that remote build.xml file directly.

An initial, naive patch (basedir is undefined, url is not registered) is
provided.
