I traced through the code and I don't see any way that this can possibly work. Basically DefaultRepositoryCacheManager.download()
always performs the following check:

            if (archiveFile.exists() && !options.isForce()) { ... }

options always has 'force' set to false for the actual artifact, so as long as the file exists
in the cache, it will never be downloaded.
