I am afraid that is the defined (if not very useful) behavior. The onerror
attribute is used for definitions, (i.e. "taskname"->class using a classpath)
but not for resource search (i.e resource="not a good resource"). Believe it or
not there are build scripts that depend on this silly behavior.
