ivy initialization shouldn't fail if properties file doesn't exist
------------------------------------------------------------------

                 Key: IVY-1038
                 URL: https://issues.apache.org/jira/browse/IVY-1038
             Project: Ivy
          Issue Type: Improvement
          Components: Core
    Affects Versions: 2.0
            Reporter: Maarten Coene
            Assignee: Maarten Coene

In the ivysettings.xml it is possible to load properties from a file.
If this file doesn't exist, Ivy throws an error.
It would be better if Ivy simply ignores this non-existing file (for instance like the property
task in Ant does).
