actually you can already specify such configuration: use the {{project:}} scheme. For instance:
* project://myproject/folder/settings.xml (myproject is a name of a eclipse project)
* project:///folder/settings.xml (the file will found in the current project)

Tough we need to make some doc about it somewhere.
