The custom attribute is in the info element and has a namespace defined.
I am lisenting for IvyEvents in an AbstractTrigger implementation.  The attribute map I get from the event does not have expanded properties in the attribute values.  I had to invoke project.replaceProperties on the value for the substitution to take place.
