This would
work.

Can you provide a full build env. (tar or zip file containing build.xml
and properties file).

Also ensure that there is no whitespace in the javac.debug property
ie. do <echo>javac.debug is '${javac.debug}'</echo>

The setDebug attribute of the javac task is a boolean, so the ant
rules for this is that one can use "yes", "true" or "on" for true value.
