I'm referring to Jim's example, but I guess you need some information on how the latest-compatible
conflict manager works to understand why Ivy doesn't have the information about the latest
revision of module b. Ivy resolves dependencies using a depth first algorithm. So in this
case when it resolves the dependency on b;latest.integration, it already has the information
that c depends on b;1.0.0.bbb_b, and since latest.integration is compatible with any version,
it assumes that 1.0.0.bbb_b wins the conflict over latest.integration without actually resolving
what latest.integration is, since it will end up with 1.0.0.bbb_b anyway (with latest-compatible).
 That's why we don't have the actual information on what latest.integration is.

If you change the order, and put the dependency on b;latest.integration first, Ivy will actually
resolve this version, then find the conflict when resolving c (or no conflict if the latest
version of b is actually the same as asked by c) and resolve it at that time. In the end,
you will end up with the same module set whatever the order of dependencies is. But the order
still has an effect on the resolution of dynamic revisions, which impacts how deliver is done.
And I agree this is not a good side effect of this optimization...  So maybe we should always
actually resolve the dynamic revision at first level, to be sure the deliver is not impacted
by the order of dependencies.

C(latest.integration) and B(latest.integration) in that order. Order seems to change the outcome.
During the resolve I see messages when resolving each of the modules that seems incorrect
but that may only be a symptom of the real problem. A resolves to a version, C resolves and
brings in B. B resolves A again but instead of listing the version number in the repo for
A it lists latest.integration. In this case that will return the correct version but it seems
wrong to see latest.integration and not 1.0.0. In any case the resolve finishes and we deliver
the ivy.xml file and publish it. What gets published includes a list of dependencies that
includes latest.integration for the resolved version. This is clearly wrong and is causing
us lots of pain in our environment. If we move to latest-revision as the conflict manager
then the problem goes away.
