you can use exclude

this in my ivy.xml does exactly what you imagine

     <exclude org="commons-httpclient"/>

FWIW I tend to put this at the end of the dependencies section - I found
that global overrides needed to be at the end of the file and I do this out
of habit now.  YMMV.
