As the error message suggest, are you sure that ivy.jar exists in one of:
        -/usr/share/ant/lib
        -/home/goten/.ant/lib
-a directory added on the command line with the -lib argument

Subject: How to fix this bug

Hi all,
I`m using ubuntu 10.04 I have installed ant, apache-ant and ivy I still
get this error how can i fix this error

goten@Netpad:~/astadev/unicorn$ ant retrieve generate_observer
generate_tasklist default_conf war
Buildfile: build.xml

retrieve:

BUILD FAILED
/home/goten/astadev/unicorn/build.xml:18: Problem: failed to create task or
type antlib:org.apache.ivy.ant:retrieve
Cause: The name is undefined.
Action: Check the spelling.
Action: Check that any custom tasks/types have been declared.
Action: Check that any <presetdef>/<macrodef> declarations have taken place.
No types or tasks have been defined in this namespace yet

This appears to be an antlib declaration.
Action: Check that the implementing library exists in one of:
        -/usr/share/ant/lib
        -/home/goten/.ant/lib
-a directory added on the command line with the -lib argument

Total time: 0 seconds
goten@Netpad:~/astadev/unicorn$
