I think these poms can be fixed and updated in central repo. But I agree
such poms exist, and will continue to exist until maven reject invalid XML,
which is not about to happen.

You're right. So I change my opinion, the issue shouldn't be marked as
invalid. And since Maarten seems to already have something to implement
this, I'd be happy if Ivy can accept such invalid XML poms and as such be
even more m2 compatible.
