We don't have a strict policy, but it is unlikely any patch will go
anywhere else but into trunk - which is bound to eventually become
1.9.0.

If you think your patch is important enough to warrant an immediate
release you'll have to convince somebody to cut said release - and this
somebody would have to decide whether it should be a 1.7.2 or 1.8.5 (or
both).

1.8.4 is a security bugfix release even though the issue was a minor one
- nobody ever thought about creating a similar release for 1.7.x that's
why I think it is very unlikely there is ever going to be a new 1.7.x
release.
