Maybe it's caused by the proxy server, but could it be that http://ant.apache.org/manual/index.html
still shows the 1.8.2 manual?

Subject: [ANNOUNCE] Apache Ant 1.8.3 Released
 
The Apache Ant Team is proud to announce the 1.8.3 release of Ant.

Apache Ant is a Java based build tool.

Version 1.8.3 is a bug fix release with small fixes and improvements
accross many tasks.  The Ant developers have decided to require at least
Java5 for Ant 1.9.x so this may be the last release that supports Java
1.4 as runtime environment.

Source and binary distributions are available from the Apache Ant
download site:

http://ant.apache.org/bindownload.cgi

and

http://ant.apache.org/srcdownload.cgi

Please verify signatures using the KEYS file available at the above
location when downloading the release.
