About nine years ago a major restructuring has been discussed, several competing proposals for what was supposed to become Ant2 were made. Search the archives of late 2000 up to spring 2001 for "Ant2". In the end it was decided that any "big bang" redesign was too disruptive for the Ant developer community and we decided to stick with the design of that time and gradually evolved from there. So no, there has never been any major structural redesign, in fact Ant 1.8.0 will be largely API compatible to Ant of nine years ago even though the implementation has changed a lot.
