no, it would have the exact same meaning. And with IVY-232, when running in 
ant, the ivy.basedir is set from the value of basedir which comes from ant.

Actually it comes from the ivy.properties:
https://svn.apache.org/repos/asf/ant/ivy/core/trunk/src/java/org/apache/ivy/core/settings/ivy.properties

It set the property ivy.project.dir from the value of the property basedir. So 
in fact we have here 3 differents properties that should have the same value.
