The primary reason is that setting properties will create
messageLogged events which means listeners would receive build events
prior to the build started event, which listeners may not be prepared
to deal with.

The enhancement request is still open, but given that several major
releases have been issued after it was first raised more than seven
years ago I wouldn't expect it to ever be implemented - since I don't
think we can do it without breaking existing build listener code.
