Well, it seems they are not. clearly says that all releases should come from www.apache.org, and makes it clear that alphas and betas are releases - unlike test releases that shouldn't be available for the general public at all. That being said, my reading is that Ant's and Ivy's betas need to come from www.apache.org. Xavier has already put the Ivy betas there and I think we should move the 1.7.1beta2 release over once the vote has passed (still a few days to go).
