After further investigation, i can confirm this is not an ant bug.
I used the library "jazzlib" (http://jazzlib.sourceforge.net) to write zipped
files and it seems they just forgot to write a modification date to the zip file.

After switching back to java.util zipping, there are now modification dates in
the zip file that get set properly by the unzip task.

the only improvement i can think of concerning the ant task is a warning if the
modification date is not set. But perhaps its just set to 0 intentionally by the
archive creator.

i will file a bug for the jazzlib people. This is not an ant issue.
