Hi, I have updated the WHATSNEW to specify
there is a out-of-band reference resolution in
ant 1.7.*.
When this was first put in, there were too many
ant build scripts written by ant developers that
used out-of-band reference resolution by accident
(including a number in the ant test set), so it
was felt that it would be too big a jump to make the
change in ant 1.7.*.

I have modifed ant 1.8.0alpha to disallow out-of-band
reference resolution.
