the description of using exec on Cygwin is a bit vague and inaccurate.  This
patch clears that up a bit and adds a link to info for them to build a JVM on
Cygwin if they really, really want to run ant on windows under a unix-like
environment (and thus, feed exec paths like /usr/bin/sh on Cygwin).
