I am not sure if I understand your problem ...

You have a Task with a property, eg

  MyTask {
    String foo;
    setFoo(String f) {
      foo = f;
    }
    execute() {
      log("Foo is '" + foo + "'");
    }
  }

and in your build.xml you have

  <project>
    <taskdef name="mytask" classname="MyTask" classpath="mytask.jar"/>
    <property name="foo" value="bar"/>
    <mytask foo="${foo}"/>
  </project>
and you'll get
  [mytask] Foo is 'bar'

And in your second scenario you have

imported.xml
  <project>
    <taskdef name="mytask" classname="MyTask" classpath="mytask.jar"/>
    <mytask foo="${foo}"/>
  </project>
build.xml
  <project>
    <property name="foo" value="bar"/>
    <import file="imported.xml"/>
  </project>

that wont work?
