The documentation for the Property task states that "Properties are immutable:
whoever sets a property first freezes it for the rest of the build; they are
most definitely not variables." 

The Filterset task makes no mention either way, however the properties do seem
to behave like variables in that the last definition is the value used.
Disabling property expansion (recurse="false") has no effect on the behavior. 

The easy solution is [seem to be so-far] to reverse the order of properties, but
it would be good if the documentation made some mention of the seemingly
inconsistent behavior.
