Note that I'm debating marking this as a WONTFIX.

Ant gets the attributes from DOM in the order it chooses. There does not appear
to be a specification of the ordering of those attrs in the DOM docs at the W3C,
or in the javadocs. Xerces 2.7.0 is returning them in alpha order, so that is
how we expand them.

There's no guarantee that other XML parsers will return the same order, so
unless we can come up with an implementation-neutral way of determining
declaration order, we should just warn that the ordering is a function of the
XML parser and leave it at that.
