1. test-jar creates it

2. downstream projects do use it, and until they move to antunit, its the best
way to test stuff. There are also some things that ant-testutil can do that
antunit can't, primarily because you can make assertions in Java, not Ant. I am
one of the  downstream users

Seems to me that if we have a task test-jar to create the jar, we should also
recreate a valid pom at the same time.
