this isnt a bug. This is an explicit feature of all filesets.

includes= and excludes= are shorthand for providing a list of includes/excludes,
but have some limitations, most specifically, there's no way to use a ',' in any
of the filenames you want to include or exclude.

the include/exclude nested fileset elements take one pattern only. If you want
more than one pattern, you need to have multiple <include>/<exclude> elements.


It sounds like this cost you some time, and for that I'm sorry. Remember, the
user@ant.apache.org mailing list is the place to come for help.
