I am not too sure if this is the problem
but your build file uses the same dir
for junitreport todir and the xml test reports.
      <junitreport todir=".">           << -- here
        <fileset dir=".">               << -- here
          <include name="TEST-*.xml"/>
        </fileset>
        <report format="noframes" todir="."/>
      </junitreport>

>From my reading of junitreport, it makes a file
called TESTS-TestSuites.xml from a number of  TESTS-*.xml
files (Aggregates) and then transfroms this xml-file into
a html file.

This means that your use of the junitreport will open
the TEST-TestSuites.xml for input and for output - causing
grief.


you need to do something like:
    <junitreport todir="${build.junit.reports}">
      <fileset dir="${build.junit.xml}">
        <include name="TEST-*.xml"/>
      </fileset>
      <report format="frames" todir="${build.junit.reports}"/>
    </junitreport>

i.e have the outputs of <junit> task placed in ${build.junit.xml}
and have the outputs of <junitreport> task placed in ${build.junit.reports}
