In fact, I can't see the harm in altering
XMLFragment's inheritance path to extend Resource. 
Implement getInputStream(), possibly adding an
encoding attribute in case the InputStream needs to
provide the content in a particular encoding.

(and the villagers took up their pitchforks...)
