I would propose to add a -useclasspath flag which in phase one (ant 1.7.x?)
suppresses the warning, and in later phases (ant 1.8.x) makes use of the classpath.

While in ant 1.7.x a warning is printed if 
1) -noclasspath is not used
2) -useclasspath is not used
3) a non-empty classpath has been defined and is used by ant.

The warning in ant 1.7.x could be something like:
WARNING: Using an externally defined CLASSPATH results 
in non-portable build files. 
Use -noclasspath to suppress the defined CLASSPATH, 
Note -noclasspath will become the default in the future. 

and maybe even add the line
If you want to use the CLASSPATH please specify the -useclasspath option.
