Actually it works for cmd:

     [exec] Current OS is Windows XP
     [exec] Executing 'cmd.exe' with arguments:
     [exec] '/c'
     [exec] 'ShowArgs.cmd'
     [exec] 'foo'
     [exec] 'bar'
     [exec] '"baz"'
     [exec] '1"2'
     [exec]
     [exec] The ' characters around the executable and arguments are
     [exec] not part of the command.

     [exec] C:\tmp\ant>echo foo bar "baz" 1"2
     [exec] foo bar "baz" 1"2

     [exec] C:\tmp\ant>exit
