The following line
  <target name="deploy-tomcat"

creates the following error. 

BUILD FAILED
Syntax Error: Depend attribute for target "null" has an empty string for dependency.

Total time: 0 seconds

It should either ignore the empty dependency, or give a meaningful error
identifying the relevant file/line
