The documentation for ImportTask says " It must be 'top level'." Why? If
ImportTask is intended to be a replacement/equivalent to entity references then
it should allow snippets to be included at any place in the build file.

E.g:

    <!ENTITY icu-config SYSTEM "file:./icu-config.xml">
]>
<project name="CLDR" default="util" basedir=".">
    <target name="init"/>
    ....
    <target name="icu-locales" depends="init,ant">
        
        <cldr-build toolName="LDML2ICUConverter">
            <run type="locales">
                <args>
                </args>
                <!-- <import file="./icu-config.xml"/> does not work!!! -->
                &icu-config;
            </run>
       </cldr-build>
   </target>
</project>
