Often one runs into: 
"Ant could not find the task or a class this task relies upon."

As this is a common error, it would be helpful to provide simple debugging aid 
to disambiguate between the two cases above.  One to check if the task is 
defined.  If so, then we confirm some class it relies upon could not be found.

Suggested syntax:
 <exists task="sun-appserv-deploy"> 
    should echo true/false
 <exists class="cvsversion" jarfile="org.apache.tools...."> 
    should echo true/false

[Pardon me if there is an error in placing in this request in the wrong
