Steve, I am going to reopen just long enough (at least) to get this out there.  
The only possibility that occurs to me here is: what if, when we decide to 
overwrite the existing file, we _modify_ the existing file instead of deleting 
it and copying over the temp file?  That -might- preserve the existing 
permissions, no?
