The <copy> copies files successfully even if it is not a part of any target.

For example, the following will run without any build failures.

    ....
    </target>
    
    <copy todir="${build}">
        <fileset dir="${cims.dev}">
            <include name="resources/*.*"/>
        </fileset>
    </copy>

    <target name="jars" depends="init,compile,copy" description="Create all of 
the project jar files">
    .....

The same build.xml stops with an "Unexpected element copy" message when 
executed using Ant v1.5.1
