Don't we break that ourselves? At least users want us to do something
like
<fileset id="foo" .../>
<zip ...>
<zipfileset refid="foo" prefix="some/prefix/"/>
</zip>
and I don't know (without checking bugzilla) whether we've implemented
or rejected that.
