Build files are not equivalent to projects: you can have multiple projects that
all are parsed from the same build.xml file. You can think of a project as a
parsed instance of a given build file.

<antcall> does in fact transfer control to another project, because the current
file is reparsed into a new project and then the desired target of that project
is executed. <antcall> works in this fashion to prevent the called target from
polluting the environment of the caller.
