I do agree with your interpretation of the link you provided - I can work around -  
the sun documentation on how to write doclets says things like -  "copy the
whole standard doclet and modify it. If you use a copy of the standard doclet as
your starting point, you may want to remove the package statements at the
beginning of each source file and replace them with the name of your own, new
package" - http://java.sun.com/j2se/1.4.2/docs/tooldocs/javadoc/overview.html#custom

so many doclets are effectively specialised versions of the standard doclet -
and will handle the optional settings of the standard doclet. 

I can see how making the change I proposed would potentially break existing
doclets,
