The manual sais "This task forms an implicit FileSet and supports all 
attributes of <fileset> (dir becomes basedir) as well as the nested <include>,

<exclude> and <patternset> elements."

That means, specifying the basedir attribute results in a fileset - in your 
case the third fileset. Rewriting your jar command without that would be

<jar destfile="${container}" basedir=".">

    <!-- the implicitly set one -->
    <fileset dir="."/>

    <fileset dir=".">
        <include name="*.txt"/>
    </fileset>
    <fileset dir="${sandbox}">
        <include name="*.txt"/>
        <exclude name="*.ini"/>
    </fileset>
</jar>


Using that - is your result ok then?
