Summary: XSLT attribute "excludes" should not depend on
                    "includes"
           Product: Ant
           Version: 1.6.2
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: apache-bugzilla@vitoni.de

I am using Ant to transform some XML files (out of Eclipse).
This is a two step procedure which will need two steps:

First create index files, then create HTML.

For the second step I would like to exclude some files from beeing processed.
I expected (from the documentation) that the "excludes" attribute works standalone.
However it doesn't exclude any files as long the XSLT element does not have an
additional "includes" attribute.
