Well spotted.  ant -diagnostics does not work, but ant "" -diagnostics does.

I've changed my CLASSPATH to:

".\;C:\java\junit3.8.1\junit.jar;C:\java\junit3.8.1"

and it all works as expected.  I'm not sure if you can/want to do anything about 
this, maybe ensure that there is a ; trailing in the classpath?
