Currently when files are retrieved via the <stcheckout> task (regardless of 
any attribute values) the files are writable on the file system.

This behavior is different than the StarTeam GUI behavior.  The StarTeam 
system operates at two levels:
1) When through the GUI, there is a Project Level Properties that controls 
what the default filesystem status on unlocked files
2) From the command line (via the "stcmd co" command) the user has the ability 
to overide the Project Level Control by passing in a -ro or -rw

SO I am requesting that the <stcheckout> allow to control the filesystem 
status of files that it creates to one the following:
   A) Read/Write - current behavior
   B) Read-Only
   C) Follow_Project
   D) Smart_Set - (i.e. if locked attribute is set then R/W, otherwise follow 
project setting)
